You can open individual Project from Project Server 2003 PWA to Project Professional 2003 and save it as XML file. Then open the same project in XML format from MS Project Professional 2007 and publish it again.
N.B. You dont need to create project Site, as It should be migrated from WSS 2.0 to WSS 3.0 migration process.

Global data migration can only occur once. If there are any incremental changes to the Microsoft Office Project Server 2003 global data, they must be applied manually to Office Project Server 2007.
